In the framework of the BACKGROUND project an evaluation approach was developed by the blinc eG. The basic idea of this concept was to carry out the evaluation on two different levels:

Level 1: evaluation of networking in the partnership

Level 2: evaluation of the delivered training courses

The evaluation on level 1 aimed at proving the usefulness of the network and accompanying activities and products. Thus, this first evaluation level deals with the kernel processes of the project; we therefore call it “process evaluation”For the evaluation on level 2 different instruments were elaborated and applied by the partners.

The overall aim was to measure the grade of achievement of the aims and the objectives formulated in the project, e.g. the development of a training course aiming at sustainably improving competencies of adult education staff in the area of violence against women in different institutional environment.

Different strands for the course evaluation were defined dealing on the one hand with the course evaluation through the trainers, the trainees and observers and on the other hand with the competence development with the help of an innovative Impact Assessment System which was developed in the framework of the European project ACT!
